Web cam say not connected to messenger but ok on desktop?

Can anyone solve this problem it did work but had to do something with firewall put an IP Adress in 127.0.0.1 and tcp of 5100 I think got this from messenger help this did work for a while .When I put cam back in on USB Port another day did not work., since then unable to use it but is ok for taking pics etc but not on messenger
